Since the introduction of the video stand (the VAR system during the 2018-19 season, football has taken significant progress towards optimizing playing time. With this goal in mind, The Board of the International Football Association (Ifab) has Decided to implement a rule that specifically targets time-cutting goalkeepers for the 2025-26 season.
Ifab, The governing body under the FIFA’s authority responsible for dictating the rules of the game all over the worldintroduced the change during its 138th congregation. This decision focuses on regulating the goalkeeper’s behavior when he handles the ball.
In a statement released on Saturday, IFAB ”has unanimously decided to change team 12.2. The amendment means that If a goalkeeper will keep the ball for longer than eight seconds, the referee will assign a corner park to the opposite team.“
The new rule displaces the previous regulation, Increase the time limit from six to eight seconds. In addition, the penalty for time -biled up comes now a corner park rather than an indirect free kick. To ensure that players and spectators are aware of the past time, judges will use a visual countdown of five seconds with their hands.

- Dropped ball (Team 8.2): If the game is stopped outside the penalty area, the referee will decide whether to release the ball for the team that had possession or for the team that last moved the ball.
- Ball in play (Team 9.2): If a law officer, replacement or any player who is temporarily outside the field will inadvertently touch the ball, the referee will assign an indirect free kick without disciplinary sanction.
- There are minutes: As can be seen from several competitions such as FA Cup, tournaments will now be able to demand that the judge announces the result after one was a review.
These changes to the football rules will enter into force on 1 July 2025, with First major tournament to implement them is 2025 FIFA Club World Cupwhich starts on June 14th.
